Angola's upstream regulator ANPG closed its public consultation on the Estratégia de Hidrocarbonetos Angolana on 30 July, concluding the collection of contributions and proposals to enrich a document that defines the vision, pillars, and goals guiding development of the upstream segment over the next 25 years. A quarter-century strategic framework is an unusually long planning horizon for an African hydrocarbon regulator and signals an attempt to provide the policy stability that deepwater investment decisions require. The context is a producing economy managing structural decline at mature offshore fields while attempting to bring new deepwater and pre-salt capacity online, with crude export volumes falling roughly 9% quarter-on-quarter in Q1 2026 even as revenue rose on stronger pricing.
