Cabinet approves release of revised electricity pricing policy and market transformation paper for comment
The South African Cabinet approved the release of a revised electricity pricing policy and an accompanying market transformation paper for public comment, following its meeting of 29 July. The documents address the tariff methodology and market structure questions that have become central to South Africa's energy transition, as the unbundling of Eskom into separate generation, transmission, and distribution entities progresses and private generation capacity expands rapidly. Pricing policy is the most commercially material regulatory variable for both independent power producers and industrial consumers: it determines the economics of wheeling arrangements, the viability of embedded generation, and the pace at which large users migrate off the Eskom tariff. The comment period is the substantive window for industry to shape the framework, and the outcome will materially affect the bankability of the private generation pipeline that has accumulated since licensing reform.
